* Letter from Town Clerk Ann Bushey to J. Lescoe informing that Al Beaulieu has been officially removed as ZBA Alternate to a ZBA Permanent. This leaves an opening on the ZBA for an alternate.* Letter from Registrar of Voters indicating that J. Lewis has been officially removed from Windham's Voter list, since he has registered to vote in state of Florida.
* Letter from Barbara McGrath, Michael Paulhus and Brian Anderson expressing interest in the Town Committee vacancy.
* Letter from ECSU Foundation thanking the Committee for the $25.00 donation to the Dr. Jean Thorenson Memorial Fund.

16. Guest speaker: Gary Collins - candidate for Second District (Congress).
17. Report On Latino Action Committee:
* Changed name to Democratic Action Committee because the sub-committee is bi-racial.
* Increased Latino vote by almost 1,500
* Housing Code Enforcement Officer - it is now in the budget
* Issue with Willimantic Police Department - sign for filing concerns/complaints - resolved. Sign is now in English and Spanish. Working on a few other issues.18. State Central: We finally have a new Chair!
19. JB dinner will be on May 21. Discussion of whether to send the Town Chair to the event vs. purchasing an ad in the event's program. Motion to send the Chair to the dinner - Vote: YES - 24 NO - 4
20. Motion for W. Pawelkiewicz' campaign to pay for the Town Vice President to attend the JB dinner. Vote: Yes, but it was not unanimous.
21. FUNDRAISER: May 18th, 7:30-9:00 p.m. @ the Windham Textile and History Museum. (Donations only)
22. Discussion on Vieques, Puerto Rico - Table
23. High School Drop-Out Rate - Table
24. Other Business:
* We will begin to have regular monthly meetings - first Monday of the month.
* Next meeting: May 7 @ 7:00 p.m. at the V.F.W.
* Bruce Clements expressed his interest in running for the Board of Ed again.
* J. Lescoe spoke of the Open Space Advisory Committee developed by the Board of Selectmen. They will be responsible for developing Town policy on open space. They are looking for six members to serve.
* W. Sayers spoke of the changes taking place for the voting places. Some of these polling places will be moved to area schools. This is due to the Town not being in compliance with the ADA. Windham Heights would need to go to North Windham School and the 1st Ward to Windham Middle School.
* Many members of the committee expressed their concerns regarding these changes and have asked the Democratic Registrar to keep the Committee informed and to meet with members of the community to brainstorm ideas. The report on polling is available at Town Hall - Justice Department Agreement and the State Elections Agreement.
* There will be a presentation in June. Registrar of Voters W. Sayers assured the Committee that no decision will be made prior to our June meeting.25. Motion to adjourn: L. O'Brien/L. Montalvo
